Jasper was startled by what he was hearing
First, Jasper was excited to hear the news about a new anti-puppy mill measure making the Missouri ballot for November 2010. But upon hearing more he just shook his head at some of the humans out there.

Currently in Missouri, known as the "puppy mill capital" of the United States where some 3,000 puppy mills are in operation, it is perfectly legal to have a dog as small as a beagle in a cage with a wire floor and be housed there for his/her entire life. Think about that for a moment! That's currently okay to do!! 

The new law would also require large-scale dog breeding operations to provide each dog under their care with sufficient food, clean water, housing and veterinary care. 

Jasper gasped at this provision. Why, he wonders, are humans not already doing the humane thing? How can it be that providing a dog with sufficient, food, clean water, housing and veterinary care is not already on the books?

To top off Jaspers frustration, the new initiative has found opposition among some in Missouri's agricultural community. Some ranchers fear the measure could be broadened to limit livestock or animal confinement operations.

Jasper grumbled to himself over that and jotted down some notes. 1) research dairy farms and 2) investigate the beef industry

Then he remembered Oprah's little beef with the beef industry.... he'd have to be careful....
